Visarwadi is highly populated by the tribal community in the Navapur tehsil of Nandurbar district (M.S.). Visarwadi is a central market point for the neighbourhood tribal hamlets as it located on the National Highway-6. The Gross Enrolment Ratio (GER) of education in neighbourhood communities around the Visarwadi was almost nil during the decade of 1950-1960. The issue of low GER of education was taken very seriously by the then rising youth tribal leader Shri Manikrao Gavit. He decided to promote the education in tribal hamlets, which undermined the concept of education societies. The Visarwadi Education Society, Visrawadi was constituted on 1st June 1964 with a vision to:
"Enhance the standard of living of the forest dwellers of this tribal region by
imparting relevant and value based quality education."
Since then, the society is actively contributing in uplifting the educational standard in Visarwadi region. It has also established Primary school, higher & Senior Secondary School and one Teacher Education institute (D.Ed.) in Visarwadi. It was a matter of surprise that despite of a growth in the graph of passing percentage in the higher secondary , the enrolment percentage of the students for higher education was quite low as most of the passed out students were reluctant to pursue further education. The main reason behind this was the unavailability of the institute for higher studies, as the nearest college is located 22km away. The conservator of tribal culture hon’ble Shri Manikrao Gavit got worried about the higher education infrastructure in the Visarwadi region.
The idea of Sarvajanik Arts and Commerce College Visarwadi came up as the brain child of Shri Manikrao Gavit to overcome the shortcoming of the higher education facility in the vicinity with mission to:
"Bring the neighbourhood communities of this tribal belt into the
main stream of higher education for their all round development.
Finally, Sarvajanik Arts and Commerce College Visarwadi has started its services in higher education from the academic session 2001-02 with a limited intake of 120 students for B.A. course. It has inducted Arts stream only as the recognition of the commerce stream has been disallowed by the affiliating university - NMU, Jalgaon. In the year 2004, Shri Manikrao Gavit was elected as an MP for the 7th term consecutively for the 14th LokSabha. The Govt. of India has entrusted him the responsibility of Minister of State for Home Affairs. Shri Manikrao Gavit was now busy in serving the nation and he left the chairmanship of the VES, Visarwadi in the year 2004.
The young, dynamic and energetic Shri Bharat Manikrao Gavit has handed over the responsibilities as Chairman of VES in the year 2005. He was elected unanimously and became the youngest Chairman of the Visarwadi Education, society, Visarwadi . His timely decisions and actions have not only changed the scenario of the society but in a very short period he was designated as SENATE member in affiliating university for the term of five years (2006 -2011). He also served on many important positions like Vice Chairman of Tribal Sugar Factory, Navapur, Director of Nandurbar-Dhule DDC bank, Director of Ashram Schools and operating various social NGOs. Besides these, he was elected thrice as member of Zila Parishad and in the year 2015, he is designated with the highest post in Zila Parishad i.e. The Hon’ble President of Zila Parishad, Nandurbar. Shri Bharat Mainkrao Gavit has proved himself as a genuine successor of Shri Manikrao Gavit. He is popular among the forest dwellers for his well wishing and pain keeping efforts for the welfare of the downtrodden. Not only this, but he is also famous among the employees and governing body for his cooperative nature, coordinative ability and good behaviour. He is looking after the society in a very dynamic manner and working day and night for the development of society for which we are very much proud of him.
